The GFHS cd of the 1851 census for the county has Joseph HAWKER, HD M 42, a master baker, at 16 Milsom Street, Cheltenham, with Harriet, WI M 45, Baker's Wife; Martha, DA U 15, Mantle Maker; Louisa, DA U 10, Scholar; James, SO U 8, scholar; and George, SO U 5. I know this is a bit before the date you are looking at, but unfortunately I have no other Cheltenham censuses.

We know Annie was a teacher so we conclude that the first entry you have
from the 1881 census is correct for her."
